I was able to get the Markarth special job. But now I have done 8 jobs in Whiterun, 6 in Wildhelm, and 9 in Solitude and Delvin will not give me the special jobs. I am playing on Xbox so I can't do anything with console commands, is there anything I can do to fix it? I tried disabling the USP and it didn't work, but I noticed that it kept re-enabling itself. Had to uninstall it then Delvin gave me all of the quests. I was getting salty lmao. I did like 30 jobs without getting any special missions.
